Through family class sponsorship, a Canadian citizen or permanent resident can sponsor a dependent child living abroad to come join them in Canada and become a permanent resident. 

There are different requirement for this program. For example, the child must be dependent, meaning under the age of 22 , not married and if is over 22 he may qualify if he/she has a physical or mental condition that prevents him/her from being able to support him/herself.
